Learn about Martyn's Law and how it’s impacting businesses and large venues.

This year, parliament passed Martyn’s Law, a set of legislation that is named in memory of Martyn Hett, one of the 22 victims from the Manchester Arena attack in 2017. The law reflects the efforts of this mother, Figen Murray, who has campaigned tirelessly for improved safety measures.

Today, we’re going to be taking a look at this new legislation and what it means for workplaces and businesses. What is Martyn’s Law?

Martyn’s Law is officially titled The Terroism (Protection of Premises) Bill, which is a new form of legislation passed in 2025 after the Manchester Arena attack in 2017, which killed 22 people and injured 1,017. This legislation makes it a legal requirement for businesses and venues to implement comprehensive security measures to minimise the effects of terrorist attacks and ensure correct medical responses.

Although passed this year, all businesses will be given a grace period of 24 months to help prepare their protective measures. Martyn’s Law requires venues and businesses to take reasonable and practical actions to lessen the impact of a terrorist attacking during an event.

Businesses and venues that qualify for complying with this new legislation fall into two categories:

200-799 People

  1. Venues of this size are classified as “Standard Duty Premises” although these face fewer regulations they have several actions they must do to comply with the new law.
  2. Notify the designated regulator The Security Industry Authority (SIA), about their premises
  3. Implement public protection procedures such as lockdowns and evacuations

800+ People

  1. These are classified as “Enhanced Duty Premises” that have more regulations to follow to ensure the safety of all their visitors. They have to do the following:
  2. Notify the regulator of their premises/event
  3. Put in place public protection to reduce the vulnerability of the location and risk of physical harm to individuals
  4. Document public protection procedures including an assessment of how they might reduce the venues vulnerability and risk of harm
  5. Appoint an individual who will be responsible for ensuring requirements are met

Currently the new legislation does not mandate the need for trauma or specific first aid kits, but it’s best to be prepared.

If a workplace or venue is to ever have a mass casualty incident, then having a trauma kit on site is a fantastic way to be prepared. With this in mind, here are some of our recommendations to help you comply with Martyn's Law, and have better protection in place in the workplace.

Critical Injury Kits
